Cindy Lincicome, F.SAME, was sworn in as the 103rd National President of SAME in May 2022. In her role, she also chairs the Society’s Executive Committee and Board of Direction nationally. At the local level, Lincicome is a member of both the Pikes Peak Post and Denver Metro Post.
Professionally, Lincicome is President & CEO of TLI Construction Inc., a small business 8a woman-owned general construction company, focused primarily in the western United States. In her role, she is responsible for overall strategic direction while maintaining leadership oversight, client relations, teaming partnerships, and management roles in projects.
Lincicome has more than 35 years of experience within the A/E/C industry, including over a decade of strategic development and plan execution at high-growth companies. During the last 20 years, she has been focused on growth in the federal sector, generating more than $200 million in annual revenue before becoming a senior leader with a service-disabled veteran-owned small business general contractor for eight years. Overall, during the past 15 years she has overseen $150 million in construction projects.
Throughout her professional career, she has been recognized for leadership, ability to motivate, and an infectious enthusiasm and positive approach to problem-solving. This includes more than 15 awards in recognition of her contributions and impact in the federal A/E/C sector.
Within SAME, Lincicome has served in leadership roles at the local, regional and national levels. Her unique combination of hands-on engagement in Posts as well as strategic involvement at the national level, have made her a trusted voice in developing and implementing the Society’s mission and vision. Her leadership in recent years at the national level has included several high-profile and influential roles, including Centennial Commissioner (2019-2021); National Vice President (2017-2019); Chair of the Membership Community of Interest, where she founded the Diversity, Equity & Inclusion Work Group; and Rocky Mountain Regional Vice President. Additionally, at the local level, she has been the Pikes Peak Post President (2011-2012); Denver Metro Post Vice President (2010-2011); Frontier Post Vice President (2009-2011); and Chair of Rocky Mountain Regional JETS (2013, 2010, 2008, and 2005).
Among her accolades within SAME, Lincicome has been awarded the President’s Medal (2020, 2015), the President’s Coin (2016), the Post Service Medal (2011), and RVP Medal (2009, 2006). Externally, she also has received the Fort Carson Post Commander’s Recognition (2019, 2017, 2015), the U.S. Public Health Service Chief Engineer’s Recognition (2009), and the AMEC Small Business Advocate Award (2009).
Lincicome joined SAME in 2004 and was named a Fellow in 2017. As President, she intends to focus on advancing the organization’s 2025 SAME Strategic Plan, principally the Society’s primary goal of industry-government engagement. This includes enhancing the impact of industry-government engagement at the local level; increasing collaboration within project delivery discussions, notably involving the construction and technology disciplines more; and addressing the labor skills shortage that has become a prevailing issue on project execution.
